They were called “hangovers” and they were located in Victorian England.
For around a penny a person could sleep while hanging over a rope.
The rope prevented injury from falling over and hitting your head after you fell asleep.
The next morning the rope is cut while people are still asleep and the homeless are forced back unto the streets.
Many died before the next morning due to freezing conditions and sickness.
