Nothing can be carried from within a person’s home to the outside on certain religious days. To allow people to carry things as normal, the inside was extended to the outside via a fishing wire.
Religious leaders routinely check the wire to ensure it’s still protecting them. It costs over $100,000 a year to maintain.
Where this goes beyond Manhattan:
Hundreds of other cities around the world have something similar to ensure people can carry things outside where they live.
You may have one in your town or city.
That’s nuts. But so are most things about religion.

Note to self: hire Jewish attorneys to circumvent non-sensical statutes.
